The TFAP2A:TFAP2C heterodimer binds 3 sites near the MSX1 gene (inferred from chicken homologs in Rothstein and Simoes-Costa 2020). Later, during formation of the neural crest, the TFAP2A:TFAP2B dimer replaces the TFAP2A:TFAP2C dimer at these sites and binds an additional 3 sites (inferred from chicken homologs in Rothstein and Simoes-Costa 2020).
