WNT signaling activates expression of PAX3 via beta-catenin (CTNNB1) (Leung et al. 2016). TFAP2A, expressed early in the neural plate border, binds the PAX3 gene and activates its expression (inferred from Xenopus homologs in De Croze et al. 2011).
